Annual Rent Review – 2026

Tenants are asked to complete their Confidential Income Statement through an online digital platform called Keyholder.
You will be sent an email link so you can complete your digital Rent Assessment. This form asks you to confirm who currently lives in your home and what income is coming into the household.

If you do not have an email address, you will receive the Confidential Income Statement form in the post instead.
To get ready, please start collecting your proof of income. This may include:

  • payslips to show proof of employment
  • receipts to show proof of Social Welfare payments
  • proof that someone is attending college
  • proof of child maintenance payments

For more details, please read the Frequently Asked Questions at the bottom of this page.

For tenants using the digital Rent Assessment, when the link is sent in January 2026, you will need to set up an account on the Keyholder platform if you have never done this before. You must set up this account before you can complete the digital Confidential Income Statement.

How to complete your digital Confidential Income Statement

There are three stages to complete online.

You must finish all three stages before you can submit your Rent Assessment.

Stage 1: Confirm your contact details

Stage 2: Confirm the people who live in your household

Stage 3: Confirm the income details for all people aged eighteen or older and attach income evidence for each person

When all information has been entered and all income documents have been uploaded, you must click “Submit Request” at the bottom right of the platform.

This sends the form back to iCare Housing and marks it as accepted on your portal.

This means the process is complete.
